Firstly: Ruling of walking between Safa and Marwah
Walking between Safa and Marwah is a rukn of Hajj and `umrah. This is the position of the majority: the Malikis, Shafi`is, Hanbalis, and a group from the Salaf.
Secondly: Optional performances of walking between Safa and Marwah
Optional performances of walking between Safa and Marwah are not legislated for one not performing Hajj or `umrah. Consensus on this was related by al-Tahawi, Ibn Battal, Shams al-Din Ibn Qudamah, Ibn al-Mulaqqin, Ibn Hajar, al-`Ayni, and Ibrahim Ibn Muflih.
