Section II: Going to Mina
Firstly: Ruling of going to Mina on the day of Tarwiyah
It is sunnah for a Hajji to leave Mecca for Mina on the Day of Tarwiyah after sunrise. One offers five prayers there: zuhr, `asr, maghrib, `isha’, and fajr on the ninth day. Consensus on this was related by Ibn al-Mundhir, Ibn Qudamah, al-Nawawi, and Ibn Rushd.
Secondly: How to pray at Mina on the day of Tarwiyah
The sunnah is to offer every prayer in its own time at Mina on the Day of Tarwiyah, shortening it and not combining it with other prayers. Ibn Rushd related consensus on this.
Thirdly: Meccans shortening prayers at Mina
Scholars are of two positions regarding Meccans shortening prayers at Mina:
The first position: Meccans complete their prayers i.e. they do not shorten them at Mina. This is the position of the majority: the Hanafis, Shafi`is, and Hanbalis.
The second position: Meccans shorten their prayers at Mina. This is the chosen position of Ibn Taymiyyah and Ibn Baz.
