Overall meaning : O man, what has deceived you and prompted you to dare to deny and disobey your Gracious Lord who has created you, given you due proportions and an upright stature, and has put you together in whatever form He willed you to have?!
By no means is there anything that should deceive you and prompt you to deny Allah, but it is your denial of the resurrection and judgement that has incited you to commit unbelief and wrongdoing and disobey His commands.
But surely over you, people, are appointed honourable angels who watch over you, record all your actions and are fully aware of what you say and do.
