Overall meaning : Your Lord’s punishment of the unbelievers and oppressors, Muhammad, is very severe indeed. It is He who brings into being whatever creation He wills then bring it back after its death. He is the All-Forgiving who forgives the sins of His servants, the All-Loving who loves His righteous servants and those who repent and turn to Him, Lord of the Throne, the All-Glorious, the All-Sublime, Lord of perfect honour, generosity and praiseworthy attributes. He does whatever He pleases in His kingdom and creation.
