Overall meaning :
Allah, Glorified and Exalted be He, says: We did not send to people before you, Muhammad, as Our messengers, other than men, not angels, to whom We revealed Our laws and commandments. If you, idolaters, do not know that prophets were men, then ask followers of earlier scriptures to inform you of this. We sent the earlier prophets with manifest proofs and divine books, and We have sent down to you, Muhammad, the Qur’an to explain to people what Allah has revealed in it and so that they will reflect on it and be guided by it.
Do the unbelievers who devise evil schemes feel secure that Allah will not cause the earth to swallow them, or that Allah’s punishment will not come upon them suddenly from where they least expect it, or that He will not inflict torment upon them at any time on their travels or in the midst of their daily activities without their being able to escape His punishment, or that He will not seize them, little by little, until He destroys them all? Surely your Lord is All-Compassionate, All-Merciful to His servants.
