Overall meaning :
Allah Almighty lists some of the acts He has forbidden and commands His servants to sun them altogether: Do not engage in unlawful sexual intercourse and keep away from anything that leads to it. It is indeed an abomination and an evil way. Do not take any human being’s life, which Allah has forbidden taking, otherwise than in the pursuit of justice and within the limits Allah has allowed, as in such cases as just retaliation (qisas). If anyone is killed unjustly, We have given his heir (as defender of his rights) the authority to claim just retaliation or blood money or to forgive the killer; but even so, he must not exceed the bounds of justice Allah has set regarding just retribution, such as by putting to death two persons for the victim, mutilating the murderer or killing other than the killer. Allah assures the victim’s heir of justice and help and will surely support him against the killer until he restores his right to him.
Do not approach the property of orphans, He further commands, except with the best of motives and in the best way (such as to improve and increase it) and look after it for them until they reach maturity and find them able to manage their affairs well, then restore it to them.
Allah then commands the believers to honour their pledges and observe justice in their commercial dealings: Keep your promises, for you will surely be accountable for them on Judgement Day. Give full measure whenever you measure out anything, and weigh using even, accurate scales. Doing so is better for you, and is bound to yield the best outcome in this world and the hereafter.
