Overall meaning :
Believers, enjoin your male and female slaves and your own free children who have not yet reached the age of puberty to ask your permission before coming into your presence at three times: before the dawn (fajr) prayer, when you have taken off your outer garments at noon for a nap, and after the late evening (‘ishaa’) prayer. These are the three times when your nakedness is likely to be bared. Teach them, therefore, not to enter upon you without first asking your permission. At other than these three times, neither you nor they will incur any sin if they enter upon you without permission. They are your servants and your children, and they move freely about you, just as you do, to attend to one another’s needs. Just as Allah makes clear to you the rulings on seeking permission, so He makes clear to you all verses of the Qur’an and laws of His religion. Allah is All-Knowing and All-Wise: He knows what benefits His servants and wise regarding the decisions He makes for them.
Once your children reach the age of puberty, they must seek your permission at all times as their elders do. Thus does Allah make His revelations clear to you. Allah is All-Knowing. All-Wise.
Elderly women who are past childbearing and have no hope of marriage will incur no sin if they lay aside their outer garments, such as the head covering, provided they do not flaunt their charms and adornments; however, showing more keenness to maintain chastity by not discarding them is better for them, more virtuous and purer for them in the sight of Allah. Allah hears everything you say and has full knowledge of what you do.
