Overall meaning : Allah Almighty opens this noble surah with two letters of the Arabic alphabet, namely haa’ and meem, which prove the miraculous nature of the Qur’an. A brief discussion of these disconnected letters is to be found at the beginning of Surat Al-Baqarah.
The Almighty then swears by the Clear Book—the Qur’an—which clarifies everything, to assert the purpose of revealing it on a blessed night: We have revealed the Noble Qur’an on a blessed night—Laylat al-Qadr (the Night of Decree or Power) in the month of Ramadan—to warn people with it against punishment if they do not desist from their unbelief and wicked acts.
On this night, the wise decree of every determined matter (such as one’s lifespan and sustenance) is made distinct and recorded, all by Our command. We have always sent messengers with revelations as a mercy from your Lord, Muhammad, towards those to whom they are sent. Indeed, He is the All-Hearing, the All-Knowing: He hears and knows everything about all His creation and nothing at all is hidden from Him.
He is the Lord and Creator of the heavens and the earth and all that is between them. If you, people, are certain of this, know then that the Lord of all creatures is indeed their true God. There is no true deity worthy of worship but Him. He alone gives life and He alone takes it away. He is your Lord and Creator and the Lord and Creator of all your earliest ancestors.
