Overall meaning : I swear by the angels that range themselves in ranks in the heavens in compliance with My command, rebuke whomever I command them to rebuke and recite My Word that your God, mankind, is One without any partners—the Lord of the heavens and the earth and everything between them, and the Lord of all the points of sunrise.
We have adorned the lowest heaven that you see with stars and guarded it against all rebellious devils that attempt to eavesdrop on the highest assembly of the angels.
These devils cannot hear the angels in the heavens when they talk about whatever Allah commands them to do; and if they attempt to do so, they are pelted with meteors from every side of the sky to drive them away so that they would not eavesdrop; and they will surely suffer a perpetual punishment in the life to come. None of them can possibly eavesdrop on the angels in the heavens; however, if a devil manages to stealthily snatch a word away quickly, he is pursued by a piercing flame that burns him.
