Overall meaning :
Addressing the faithful, Allah Almighty says: The hypocrites who stayed behind and did not take part in the battle for Allah’s cause without a legitimate excuse will offer excuses to you when you return to them from your journey and your military campaign. Say to them, Muhammad, ‘Do not make excuses; we will never believe you. Allah has already informed us of your secrets and now we know for sure that you made false excuses. Allah will surely see how you act in this life, and so will His Messenger. Then you will be brought before Him who knows all that is done in public and in private and what is hidden and what is manifest; and He will declare to you what you have done and repay you accordingly.’
They will swear to you, O believers, by Allah when you return to them from the Battle of Tabuk, saying they were unable to go forth with you, so that you may leave them alone and not blame them or reproach them for staying behind; therefore, turn aside from them as a means of degrading and despising them, for they are indeed inwardly defiled and their acts are wicked, and their ultimate destination in the hereafter will be Hellfire, as repayment for what they have done.
These hypocrites will swear to you in order to please you and gain your acceptance, but even if you are pleased with them, this will be of no avail to them and you should not do that, for Allah will never be pleased with the evildoers who obstinately disobey Him.
