Overall meaning : Allah Almighty says: Some of the desert dwellers around you, Muslims, are hypocrites, and so are some of the inhabitants of Madeenah who stubbornly persist in hypocrisy without ever repenting of it. You do not know them, Muhammad, but we know them well. We will punish them twice—in this world and in their graves—then they will be given over to a most grievous punishment in Hellfire.
And there are others who have confessed their wrong actions. They have done some good deeds and some bad ones. Allah will certainly accept their repentance and forgive their sins. Surely, Allah is All-Forgiving, All-Merciful.
