Overall meaning : The dwellers of Hell will cry out to the dwellers of Paradise, 'Give us some water to drink or some of the food which Allah has provided for you.’ They will reply that Allah has forbidden both the water and food of Paradise to the unbelievers, who made a mockery and sport of their religion which they were exhorted to follow, and whom the life of the world deluded and they turned away from the life to come. Allah will say on Judgement Day that on that day He will forget them as they forgot the meeting of that day, and because they stubbornly denied His revelations and signs.
The Almighty swears and emphatically declares that He has assuredly brought them the Qur’an in which He has set out in detail, and with knowledge, everything about which people need an explanation. He has thus explained it to serve as guidance and mercy to the believers because of their faith both in this life and the life to come.
Then, pointing out the terrible fate of these who disbelieved the Qur’an, He says: Are they waiting but for the resurrection and Judgement Day to take place, for punishment to descend upon them and for the dwellers of Paradise to enter Paradise and the dwellers of Hell to enter Hell, all of which the Qur’an has warned would happen? On the day this will happen—the Day of Judgement—those who turned away from the Qur’an and its commandments will remorsefully say, 'Our Lord’s messengers did indeed bring the truth, but we called them liars. Could we but have intercessors to intercede with Allah on our behalf, or could we but be returned to the world to do righteous deeds instead of the acts of unbelief and disobedience we used to commit?’ These unbelievers have certainly brought ruin upon themselves, and what they falsely claimed in this world are partners to Allah or gods which they worshipped instead of Allah will fail them and will not in the least avail them.
