Overall meaning :
Allah Almighty points out that He afflicted Pharaoh and his people with drought, dearth and scarcity of fruits, so that they might take heed, desist from their unbelief and turn to their Lord in repentance. Whenever prosperity came their way and they witnessed fertility and abundance, Allah further states, they said, 'This is our due,’ and they would not give thanks to Allah for that. But if evil befell them and they witnessed drought and dearth, they blamed that on Moses and the believers with him! Surely their evil fortune had been decreed by Allah as punishment from Him, and not because of Moses and the believers with him, but most of them did not know this.
Pharaoh’s people said to Moses, 'Whatever miracles you work to turn us away from our religion, we will never believe you.’
So Allah plagued them with the flood that inundated their homes and farms, and with locusts, lice, frogs and blood, as manifest signs attesting to Moses’s truthfulness, which all came in succession one after the other; but they arrogantly rejected faith, for they were a sinful people who persisted in disobeying Allah.
