Overall meaning :
Addressing all mankind, Allah says: Your Lord—master, creator, owner and disposer of all your affairs—is Allah, who created the heavens and the earth in six days, then established Himself over the Throne (as befits His glory and sublime majesty). He covers the light of the day with the darkness of the night and covers the darkness of the night with the light of the day, each pursuing the other swiftly and without delay. He has also created the sun, the moon and the stars and are all subservient to His will and command for the benefit of creation. Both creation and command belong to Him alone. Blessed and exalted be Allah, and far removed is He from all imperfection, the Lord of all the worlds.
Then He commands people to call upon Him humility, in total submission to Him, and in secret, between themselves and Him, stating that He, Glory be to Him, does not love those who transgress the bounds He has set regarding supplications and all matters.
He also enjoins them not to corrupt the earth with acts of unbelief and disobedience, among other forms of corruption, after it has been well ordered and purged of evil, and directs them to pray to Him, fearing His punishment and longing for His mercy and reward, asserting that His mercy is within reach of the righteous, who perfect their worship and do good to others.
