Overall meaning :
Allah, Exalted be He, commands His servants, when the Qur’an is recited, to listen to it attentively and be silent so that they may be graced with His mercy.
He then directs His Prophet, may Allah bless him and grant him peace, to remember Him with his tongue and within himself without anyone noticing, with humility and fear of His punishment. He also instructs him to remember Him with his tongue at the beginning and the end of the day and enjoins him not to be amongst the heedless who neglect remembering Him.
He further mentions that the angels who are nearest to Him are never too proud to worship Him, Exalted be He, and that they exalt Him above whatever does not befit Him and humbly prostrate themselves before Him alone.
